OTAG would like to announce a new litmus test for council and candidates. It is being implemented by the federal Conservative government and to some extent by the Liberal provincial government. A "2 year departmental budget freeze-no new money" approach would generate $200 million in savings.


It's described by Ottawa Citizen columnist Randall Denley as "a worthwhile attempt to pin candidates down, to take them beyond the meaningless endorsement of tax increases around the rate of inflation, with no detail as to how that could be done". It involves a cost benefit analysis of existing services and "no new money" means that any new project or service has to be paid for by an equivalent cut in an administration costs or an existing service.
